❶ HEBRON  IS  THE  NEXT  ISRAELI-PALESTINIAN  FIGHT  AT  UNESCO

June 29, 2017.   In recent years, every time UNESCO convenes to discuss world heritage sites, Israel-Palestine is in the limelight.  Usually, tensions center around the Old City of Jerusalem, declared a UNESCO World Heritage Site in Danger in 1982. Recently, however, the Israeli Foreign Ministry began a campaign against the Palestinian nomination of the city of Hebron as a World Heritage Site. Though Hebron is not Jerusalem, Israel’s claims to the place sound pretty much the same: a national and religious connection to the Cave of the Patriarchs which is based on the city’s status as a sacred site from Biblical times. Names such as Abraham and King David — who made Hebron his first capital for seven years before conquering Jerusalem — are proclaimed in connection to the city with requisite pathos.
___The discussion about recognizing Hebron as a World Heritage Site will take place during the meeting of the UNESCO World Heritage Committee in Krakow, Poland from July 2 to 12. The Palestinians propose recognizing the Tomb of the Patriarchs and Hebron as a World Heritage Site because of the city’s rich 6,000 year-old history. Like the Israelis, the Palestinians also revere the tombs of the Matriarchs and the Patriarchs — Abraham, Isaac and Jacob, Sarah, Rebecca and Leah. They note that the present structure of the Cave of the Patriarchs dates to the time of Herod — a tradition accepted by all sides, but that is yet to be verified by archeologists.   MORE . . .              POSTED HERE    Israel refuses entry to UNESCO group expected to visit Hebron’s Old City    June 26, 2017

Cartography and toponymy – the term derives from the Greek words topos (‘place’) and onoma (‘name’) – were central to European empire building in the nineteenth century. Place names (including human settlements such as villages, towns, cities, streets and countries and natural places such as mountains, hills, valleys, rivers, springs, and wadis) are meant ‘to provide clues as to the historical and cultural heritage of places and regions’. Yet in reality place names are not just spatial references; they are rooted in power relations and struggles over land and resources and the identities of the people that inhabit these places.
[. . . .] Since the rise of the Zionist settler movement in the late nineteenth century, and especially since the establishment of Israel in 1948, the struggle over toponymic memory and the renaming of sites has developed as an integral part of the political conflict in Palestine. The indigenous Palestinians have insisted on their own comprehensive set of Arabic place names through which they see their own social memory and deep-rootedness in the land of Palestine. On the other hand, since the ethnic cleansing of the 1948 Nakba and the creation of the Israeli state, a large number of Palestinian Arabic place names have been Judaised, Hebrewised. Indeed since 1948 the Israeli army and Israeli state have sought to rename systematically Palestinian Arabic place names, claiming priority in chronology and using modern archaeology, map-making, and place names as their proofs of Jewish roots in ‘the land of Israel’. In Israel the significance of place names lies in their potential to legitimize ‘historical claims’ asserted by the Zionist settler-colonial movement.   FULL ARTICLE . . .

June 23, 2017.  A group of Israeli settlers escorted by Israeli police and border police forces changed the name of the Damascus Gate-area Sultan Suleiman Street in occupied East Jerusalem to Heroines Street, “in commemoration of killed Israeli soldiers.”     ___Hebrew-language media sites reported on Friday that a group of Israeli settlers under the protection of Israeli forces changed the name of the Damascus Gate-area street, in commemoration of two Israeli soldiers who were killed in shooting and stabbing attacks near Damascus Gate — including 23-year old Hadas Malka, an Israeli police officer who, along with three Palestinian assailants, was killed last week at the gate’s entrance.

❸ KNESSET  BEGINS  DELIBERATIONS  ON  BILL  TO  CUT  FUNDS  TO  PA  OVER  ‘MARTYRS’  SOCIAL  PROGRAM
Ma’an News Agency
June 29, 2017.   Israel’s parliamentary foreign affairs and defense committee began discussing on Wednesday a bill aimed at slashing tax transfers to the West Bank-based Palestinian Authority (PA) over its controversial “martyrs” compensation program, which provides financial support to Palestinians imprisoned by Israel, their families, and for relatives of those who have been killed by Israeli forces — whether during attacks against Israelis or in situations void of wrongdoing.
___The bill, which would see the Israeli government cut an estimated 1 billion shekels ($280 million) in tax transfers to the PA each year, was approved for a preliminary reading in the Knesset, Israel’s parliament, earlier this month.
___Israel collects an estimated $2.1 billion in taxes yearly on behalf of the PA, according to a 2015 report by the United Nations Conference on Trade and Development (UNCTAD), representing three quarters of the PA’s revenue.
___Israel has regularly withheld transferring taxes to apply pressure on the Palestinian government, despite rights groups saying such punitive measures amount to “collective punishment.”   MORE . . .

“NAME OF THE SOIL,” BY ZUHAIR ABU SHAIB
what is its name?
what is the name of the soil
that falls from my withered body?
what is its name as it drifts and gathers
under my clothes
while, slowly, I build wall after wall?

I picture a sky full of clouds
I see it as I wish it to be

when night falls, I gulp my fill of springs
in darkness I lift my latch
to wise men

I ask my guests
who imprisoned the soul in rock?
who left prophets spread-eagled on doorsteps?

who risks everything to capture the earth?
a man who does not know his own shadow

what can I call this rug of soil?
is it my country or the source of my exile?
is it my miracle or my cross?

what is its name?

June 29, 2017.   Hundreds of Israeli settlers reportedly blocked a road in the northern occupied West Bank on Thursday, Palestinian media reported.
___According to official Palestinian news agency Wafa, between 500 and 600 Israelis escorted by Israeli army and police forces gathered on the main road linking the Palestinian cities of Nablus and Ramallah near the Zaatara military checkpoint in the Nablus district early on Thursday, blocking traffic in the area.

[. . . .] “Price Tag”. . .  is a set of violent tactics employed by national-religious Israeli settlers in the West Bank to deter Israeli law enforcement authorities from removing illegally-built structures from West Bank settlements. The tactics employed include attacks on Palestinians and their property, as well as attacks on Israeli military and police officers . . . . their ultimate goal is to deter Israeli leaders from implementing a possible future Israeli-Palestinian peace agreement that entails removing Israeli settlements from the West Bank.
___. . . a strategy that started as a reaction to a sense of powerlessness and ineptness morphed from an unpopular form of high-profile, anti-government resistance into a popular—and very effective—low-intensity anti-Palestinian terrorism campaign.
[. . . .] The U.N. Office for the Coordination of Humanitarian Affairs (OCHA) in the West Bank has documented a total of 1,451 settlers’ attacks on Palestinians and their property since January 2006: physical attacks on Palestinians, attacks on vehicles, houses, schools and mosques, uprooting of trees, torching of fields, and more . . .
[. . . .] There are several reasons for Price Tag’s being a form of low-intensity terrorism:  Maintaining a high level of Israeli popular support: Extreme violence might alienate the Israeli public. . . .    Avoiding accountability: Israel’s “Judea and Samaria” police district, responsible for law enforcement in the settlements, is understaffed and under-equipped. . .  Most Price Tag incidents do not end up with indictments. . . .    Allowing room for escalation: Cumulative deterrence, the impact that the settlers are hoping to achieve through their Price Tag campaign, is best accomplished on a gradual scale of escalation.   FULL ARTICLE . . .

ISRAELI  AUTHORITIES  DESTROY  60  SOLAR  PANELS  IN  REMOTE  BETHLEHEM-AREA  VILLAGE
Ma’an News Agency
June 28, 2017.  Israeli forces took down and destroyed some 60 solar panels in the isolated village of Jubbet al-Dhib east of Bethlehem . . .
___Head of the village council Rateb Abu Mahamid told Ma’an that Israeli army forces and members of the Israeli Civil Administration raided the village early Wednesday to seize the solar panels, highlighting that they were installed last year by human rights organizations to provide electricity to the remote village, which has “no necessities of life to survive,” according to the Applied Research Institute – Jerusalem (ARJI).

[. . . .] JJ: Another thing, and this is why we call the wall an apartheid wall—that it is creating an apartheid system—is because for the first time, perhaps in all history, an occupier has created a situation of separate roads for the indigenous community and for settlers. They have created forty-eight tunnels and bridges to control movement in this network. They have a system of control for the Palestinian people, limiting their future expansion on their land, confiscating their water, while giving the colonizers all the possibilities to expand. All the land behind the wall is for the expansion of [Israeli] settlements. You also have two laws. There is a law controlling Palestinians, which is a restrictive military law. If you built your house without permission, they will destroy your house. But a settler can go and build a house anywhere. They will provide him with all facilities: highways, very cheap loans, very cheap places to encourage them to come and live, kindergartens, transportation, and security forces to guard them. This is to give them all the possibilities and facilities to have a decent life, quote unquote, on Palestinian land. On the other side, there is heavy military control over the Palestinian communities around them. A settler can kill any Palestinian in the street, and he will go home sleeping well. A Palestinian throws a stone, and he will be taken to jail for six months.
CJL: So there is an imbalance of law and power.
JJ: It is institutionalizing racism in a kind of apartheid system     SOURCE . . .

“IN  THE  DESERTS  OF  EXILE,”  BY  JABRA  IBRAHIM  JABRA
Spring after spring, in the deserts of exile,
What are we doing with our love,
When our eyes are full of frost and dust?

Our Palestine, green land of ours;
Its flowers as if embroidered of women’s gowns;
March adorns its hills
With the jewel-like peony and narcissus;
April bursts open in its plains
With flowers and bride-like blossoms;
May is our rustic song
Which we sing at noon, in the blue shadows,
Among the olive trees in our valleys,
And in the ripeness of the fields we wait for the promise of July
And the joyous dance amidst the harvest.

O land of ours where our childhood passed
Like dreams in the shade of the orange grove,
Among the almond trees in the valleys―
Remember us now wandering
Among the thorns of the desert,
Wandering in rocky mountains;
Remember us now
In the tumult of cities beyond deserts and seas;
Remember us with our eyes full of dust
That never clears in our ceaseless wandering.
They crushed the flowers on the hills around us,
Destroyed the houses over our heads,
Scattered our torn remains
Then unfolded the desert before us,
With valleys writhing in hunger
And blue shadows
Scattered into red thorns
Bent over corpses left as prey for falcon and crow.

Is it from your hills that the angels sang to the shepherds
Of peace on earth and goodwill among men?
Only death laughed when it saw
Among the entrails of beasts
The ribs of men,
And through the guffaw of bullets
It went dancing a joyous dance
On the heads of weeping women.
Our land is an emerald,
But in the deserts of exile,
Spring after spring,
Only the dust hisses in our face.
What then, what are we doing with our love,
When our eyes and our mouth are full of frost and dust?

❶ PUSHING  GAZA  TO  SUICIDE:  THE  POLITICS  OF  HUMILIATION
The Middle East Monitor – MEMO

June 25, 2017.   Mohammed Abed is a 28-year-old taxi driver from the village of Qarara, near the town of Khan Younis in the Gaza Strip. He has no teeth.     ___Lack of medical care and proper dentistry work cost him all of his teeth, which rotted and decayed at a very young age. Yet, his dire financial needs prevented him from acquiring dentures. His community eventually pitched in, collecting the few hundred dollars needed for Mohammed to finally being able to eat.
[. . . .]  An Israeli military siege on Gaza has extended for over 10 years, and the situation continues to deteriorate.
___A Red Cross report last May warned of another ‘looming crisis’ in the public health sector, due to the lack of electricity.
___The energy crisis has extended from electricity supplies to even cooking gas. Last February Israel cut cooking gas supplies to the Strip to a half.
[. . . .]  With no access to the West Bank due to the Israeli siege, and with severe restrictions on movement via the Rafah-Egypt border, Gaza is living through its darkest days. Literally. Starting June 11, Israel began reducing the electricity supply to the impoverished Strip, as per the request of Abbas’ Palestinian Authority.
___The results are devastating. Gaza households now receive 2 to 3 hours of electricity per day, and not even at fixed hours.   MORE . . .

[. . . .] In his insightful analysis, Darryl Li suggests understanding the Gaza Strip and the West Bank as “representing two different phases of a common process of segregation, confinement, and surveillance produced by the Zionist project”. He argues that the Gaza Strip has historically been used by the Israeli occupation as a laboratory, in which colonial policies of confinement, management and control of the Palestinian population are tested and refined, to be later replicated in the West Bank. The overarching principle of the Israeli colonial policies against the Palestinians, as Li puts it, is “continuously experimenting in search of an optimal balance between maximum control over the territory and minimum responsibility for its non-Jewish population”. Following the Israeli disengagement from Gaza in 2006, and the suffocating siege that followed, this policy appears to have been highly successful. In effect, 25 percent of the global Palestinian population currently lives under Israeli control, while confined to 1.4 percent of the territory of (Mandatory) Palestine (Li, 2006).
___The Gaza Strip enclosure was initially described as the world’s largest prison, but this metaphor no longer applies. As Li writes, Israel now treats the Strip more like a zoo. For running a prison is about constraining or repressing freedom; in a zoo, the question is rather how to keep those held inside alive, with an eye to how outsiders might see them. The question of freedom is never raised.
___Similarly, Jeff Halper describes the Israeli treatment of Palestinians as that of “warehousing,” which he claims is “worse than apartheid.” He adds, “It does not even pretend to find a political framework for ‘separate development,’ it simply jails the oppressed and robs them of all their collective and individual rights. It is the ultimate form of oppression before actual genocide”.     SOURCE . . .

❷ ISRAEL  REFUSES  ENTRY  TO  UNESCO  GROUP  EXPECTED  TO  VISIT  HEBRON’S  OLD  CITY
Ma’an News Agency
June 26, 2017.   Israeli authorities have refused to grant entry visas for a United Nations Educational, Scientific and Cultural Organization (UNESCO) investigative team scheduled to conduct a field visit to the Old City in the southern occupied West Bank district of Hebron in advance of an upcoming vote next month to consider the area an endangered world heritage site, Israeli media reported on Sunday.
___While Palestinian authorities had planned to introduce the site for consideration on UNESCO’s World Heritage List for 2018, they decided to fast track the site’s application owing to routine Israeli violence in the Old City, which Palestinians have claimed threatens the integrity of the site, and instead propose the area as an endangered site.

Excerpt  from  “HOUSE,”  BY  BASEM  EL-NABRES

Oh, father . . .   they went into the clouds, and I remained to
remember them. Neither women nor fortune smile to let me
forget, to take me out of the house of memories. Nothing.
Their things, within a breath’s reach. I almost feel them with
my hand, with my fingertips. I almost fill myself with them,
but am empty myself. Here they were. Here they lived. Here
the last died, leaving half a breakfast egg, leaving a rumpled
bed, leaving the door ajar and the air muted. I can almost
touch them, one by one, those who died a century ago in this
ancient house, those who died a year ago. Ah, how hard it is to
live, in good faith, in the house of memories.

Those who write after two o’clock each night, those who walk
among people occupied with an idea of being killed in Gaza
suddenly, those for whom an hour of music is enough to make
their tears fall, enough to let them know they are shadows
walking on a land unsafe for them or the waste collectors.

[Roy Harvey Pearce in Savagism and Civilization in 1953] argues that “savagism” is a creation of “civilization” so civilization better understands the boundaries surrounding its proper existence. In the North American context, the “savage” was the Indian (undifferentiated by different tribes). While the Indian had many virtues (i.e., eloquence and closeness to the earth), these were all savage virtues diminished by contact with civilization. . . .  The savage would eventually cease to exist in the face of civilization’s inevitable, God-ordained expansion. Savagism salved the civilized conscience while completing the task: “Civilization had created a savage, so to kill him. Idea had begotten an image, so to kill it” (Pearce).
[. . . .] Five days after the [burning to death of 5-year-old Ali Saad Dawabshe on July 31, 2015], Israeli novelist and commentator David Grossman indicted Israeli right-wing politics for nurturing a climate of extremism.
___Grossman suggested “the consciousness of an occupying people” includes the idea that “there are two kinds of people, and the fact that one is apparently subordinate to another means that it is naturally also inferior to the other,” that “the occupied is less of a human being than the occupier.” Thus, “the person who burned down the Dawabsheh family home knew . . . only that they were Palestinians.” This, Grossman says, “was adequate reason in his eyes . . . to kill them . . .  their mere existence justified their murder and their removal from this world.” This is the logic of savagism. The savage exists, but should not. Their race is run. (Grossman, David, “Will the Israeli Right Finally Come to Its Senses?” Ha’aretz. August 4, 2015).

___Israeli newspaper The Jerusalem Post had reported that the alleged freeze was discovered when settlers from the illegal Beit El settlement in the central occupied West Bank discovered that plans for 300 new settler homes — promised to the settlers by Netanyahu in exchange for a peaceful evacuation of the illegal Ulpana outpost — were halted.

“IDENTITY  CARD,”  BY MAHMOUD  DARWISH  (1964)

Write down:
I am an Arab
my I.D. number, 50,000
my children, eight
and the ninth due next summer
―Does that anger you?

Write down:
Arab.
I work with my struggling friends in a quarry
and my children are eight.
I chip a loaf of bread for them,
clothes and notebooks
from the rocks.
I will not beg for a handout at your
door nor humble myself
on your threshold
―Does that anger you?

Write down:
Arab,
a name with no friendly diminutive.
A patient man, in a country
brimming with anger.
My roots have gripped this soil
since time began,
before the opening of ages
before the cypress and the olive,
before the grasses flourished.
My father came from a line of plowmen,
and my grandfather was a peasant
who taught me about the sun’s glory
before teaching me to read.
My home is a watchman’s shack
made of reeds and sticks―
Does my condition anger you?

There is no gentle name,
write down:
Arab.
The colour of my hair, jet black―
eyes, brown―
trademarks, a headband over a keffiyeh
and a hand whose touch grates
rough as a rock.
My address is a weaponless village
with nameless streets.
All its men are in the field and quarry
―Does that anger you?

Write down:
Arab.
You have stolen my ancestors’ vineyards
and the land I once ploughed
with my children
leaving my grandchildren nothing but rocks.
Will your government take those too,
as the rumour goes?

Write down, then
at the top of Page One:
I do not hate
and do not steal
but starve me, and I will eat
my assailant’s flesh.
Beware of my hunger
and of my anger.

Issa Qaraqe
June 24, 2017.   It seems that Israel, having completed its racist colonization project, has begun to arrange the daily lives of the Palestinian people along a path of destruction — the destruction of the Palestinian national identity and of the Palestinian liberation project.
___The Israeli ministerial committee’s recent ratification of a draft law, which would allow Palestinian tax funds to be withheld under the pretext that they are used to fund subsidies for the families of detainees, martyrs, and the wounded, is more horrifying and immoral than war itself.
___Israel is attempting to punish the Palestinian people, skin them alive, and enshrine penal legislation that is designed to crush the Palestinian people under the veil of law.      ___The Israeli, American, and European objective through this blackmail and pressure on the Palestinian Authority (PA) is not financial. It is an attempt to classify the entire Palestinian national identity as terrorism and a crime.        MORE . . .

June 24, 2017.  Israel is closing the bank accounts of Arab institutions in Jerusalem in an effort to displace Jerusalemites and force them out of the city, the Palestinian Department of Jerusalem Affairs has said.
___In a press release, the organisation said the Israeli occupation’s moves against social, cultural, educational, relief, housing, legal or engineering institutions were political and go hand in hand with the Israeli policy of collective punishment against Palestinian civilians in order to Judaize the city by force.     MORE . . .           RELATED . . .

Humanitarian law is designed to apply in times of emergency (particularly in times of armed conflict). Human rights law always applies . . . . none of the provisions of humanitarian law can be suspended in emergency, since it only applies in those times. Humanitarian law focuses on military actions; human rights law focuses on the obligations of governments toward individuals in their jurisdictions. . . .
[. . . .] The contemporary, inclusive definition revolves around the most fundamental pillar of the law of occupation: occupation does not accord the occupant title to the territory. In other words, it temporarily severs the link between sovereignty and effective control. . . .  In accordance with the temporal element, the occupant serves as a trustee of the sovereign for the duration of the occupation, in a manner that protects civil life.
[. . . .] Nevertheless, human rights law offers a specific, structured methodology with which to scrutinize any violation or restriction that the occupant justifies with national security needs. Specifically, where restrictions on human rights take place, the state must meet tests of necessity, proportionality, and legitimate aims; a prescription by law; and non-discrimination.        FULL ARTICLE . . .

Ma’an News Agency
June 23, 2017.   During a speech at Israel’s Herzliya conference, aimed at discussing the country’s national policies, ultraright Israeli Defense Minister Avigdor Lieberman rejected the possibility of Palestinian refugees from historic Palestine, which Israel was built on, being able to return to their lands within the 1967 borders, a right that is upheld by United Nations Resolution 194.
___“We will not agree to the return of a single refugee to within the ‘67 borders,” Lieberman reportedly said.
___The right of return for Palestinian refugees is a central demand among Palestinians and their leadership.  [. . . .] According to Israeli media, Lieberman also said that an end to the decades-long Israeli-Palestinian conflict would “not solve the problems – it will make them worse,” and noted that Israel should first “reach a regional agreement with moderate Sunni states, and then an agreement with the Palestinians.”   MORE . . .

[. . . .] Halper described Zionism as “a century-long campaign to turn Palestine into Israel.” At its center is Judaization, a term Halper acknowledged sounds anti-Semitic, but is one the Israeli government officially uses. The result has been the deliberate fragmentation of the Palestinian people . . . . Add to that “Israel’s long campaign of assassinating or imprisoning any Palestinian leadership,” and the result, Halper said, is that Palestinians have no effective leadership, nor any mechanism to get together and plan.
___”De-Arabization” of the land, Halper continued, has by now succeeded. East Jerusalem now has more Jews than Palestinians. Within Israel, planning and zoning laws confine the 20 percent of the population who are “Israeli Arabs” (never, he noted “Israeli Palestinians”) to 3.5 percent of the land. Gaza is caged. Palestinians in “Judea and Samaria” are restricted to Areas A and B, less than 40 percent of the West Bank. ___Barak, a Labor leader who has challenged the current Prime Minister from the left, was speaking to the Herzliya conference, in remarks published yesterday. He said Israel’s future is in jeopardy because the world sees that Netanyahu is not sincere about a two-state solution. He went on:
___No one in the world . . . understands how come the government of Israel sees in a Palestinian state which is demilitarized– almost completely not viable, surrounded by the Israeli forces . . .  how can this non-viable state, which is surrounded, be an existential threat on Israel?… Existential threat on Israel? “WE  SHALL  REMAIN,”  BY  TAWFIQ  ZAYYAD  – 1970

It is a thousand times easier
For you to pass an elephant through the needle’s eye
To catch fried fish in the Milky Way
To plow the sea
To teach the alligator speech, a thousand times easier
Than smothering with you oppression
The spark of an idea
Of forcing us to deviate
A single step
From our chosen march.
Like twenty impossibles
We shall remain in Lydda, Ramlah, and Galilee.

Here upon your chests
We shall remain
Like the glass and the cactus
In your throats
A fiery whirlwind
In your eyes.

Here we shall remain
A wall on your chests.
We wash dishes in the hotels
And serve drinks to the masters.
We mop the floors in the dark kitchens
To extract a piece of bread
From your blue teeth
For the little ones.

Here, we shall remain
A wall on your chests.
We starve,
Go naked,
Sing songs
And fill the streets
With demonstrations
And the jails with pride.
We breed rebellions
One after another.
Like twenty impossibles we remain
In Lydda, Ramlah, Galilee.

Here, we shall remain.
You may drink the sea;
We shall guard the shade
Of the olive tree and the fig,
Planting ideas
Like the yeast in the dough.
The coldness of ice is in our nerves
And a burning hell in our hearts.
We squeeze the rock
To quench our thirst
And if we starve
We eat the dirt
And never depart
Or grudge our blood.

Here―we have a past
―a present
―and a future.
Our roots are entrenched
Deep in the earth.
Like twenty impossibles
We shall remain.
Let the oppressor review his account
Before the turn of the wheel.
For every action there is a reaction:
Read what is written in the Book.
Like twenty impossibles
We shall remain―in Lydda, in Ramlah
And Galilee.

Ma’an News Agency
June 20, 2017.  On the anniversary of World Refugee Day, and one month after the 69th anniversary of the Palestinian Nakba, or “catastrophe,” it is estimated that 66 percent of Palestinians who were living in British-Mandate Palestine in 1948 were expelled from historic Palestine and displaced, according to the Palestinian Central Bureau of Statistics (PCBS).
___“The human plight and tragedy that has befallen on the Palestinian people” resulted in approximately 957,000 Palestinian refugees — 66 percent of the total population of Palestinian who were living in historic Palestine on the eve of the war in 1948, PCBS said in a statement Tuesday.   MORE . . .        RELATED . . .

[. . . .] Some of them, like Netanyahu think that it is enough to proclaim the temporariness of the occupation while dragging any form of negotiation; others, like Harel, think that even this is not necessary, and that Palestinians should not be counted simply because they are not citizens anyway, and they cannot be citizens because they are not Jews. With the Jewish public in Israel moving further to the right in the last decade, this has become the fault line between the two major political camps in Israel; their basic disagreement is about how not to count, or be accountable for the colonized Palestinians.   SOURCE . . .

❷ ISRAEL  BEGINS  WORK  ON  FIRST  SETTLEMENT  IN  25  YEARS  AS  JARED  KUSHNER  FLIES  IN
Alray-Palestinian Media Agency (from The Guardian)
June 21, 2017.  Israel’s prime minister, Benjamin Netanyahu, has announced the beginning of building work on the first new Jewish settlement in the occupied West Bank in 25 years, a day before a visit by Donald Trump’s son-in-law and envoy, Jared Kushner, aimed at reinvigorating the stalled peace process.
___The new settlement, known as Amichai, is being built to house about 300 hardline residents of the illegal West Bank Jewish outpost of Amona who were evicted by police in February after a court ruled their houses were on privately owned Palestinian land.
___The timing of the announcement was condemned by a Palestinian official who suggested it was designed to undermine peace efforts.
___Announcing the beginning of ground-breaking work at the new settlement, Netanyahu wrote on his Twitter feed: “Work began today on-site, as I promised, to establish the new settlement,” with a photograph of a mechanical digger working at the site north of Ramallah.   MORE . . .

Ma’an News Agency
June 21, 2017.   Israeli authorities implemented a third round of electricity supply cuts to the Gaza Strip on Wednesday — honoring a request from the Palestinian Authority (PA) that announced last month it would drastically reduce its payments to fund the Hamas-run territory’s electricity bill — as the Egypt government started to deliver diesel fuel to operate Gaza’s only power plant.
[. . . .] The 12-megawatt cuts came after output was reduced by 6 megawatts on Monday and 12 additional megawatts on Tuesday, meaning that the total output of Israeli electricity grids feeding the small Palestinian territory has been reduced from 120 to 88 megawatts in the last three days.
___According to Thabet, Gaza’s some 2 million residents face just two to three hours of electricity every 24 hours as a result of the cuts.   MORE . . .

OCCUPATION,”  BY  MAJID  ABU  GHOUSH
Occupied Ramallah 17/11/06

Strange days cast dour shadows
Dusk. The fragrance of death
on a windowsill.
In the lingering heat
an impossible burden weighs
down on eyelids and chest;
the throat aches, the spine throbs.

Rose petals all tarnished with foul dust
from the poisoned world.
Black limousines sail past, flying
the skull and crossbones.
The grave yawns open early,
nightmares never leave.
Death squads. Detention camps.

Somewhere, an oud
pronounces its sad chords.
The invaders smile; tap their feet.

❶ ISRAEL:  STATE  OF  DENIAL
+972 Blog
June 10, 2017          Military occupation is a rare phenomenon in today’s world. A half-century-long occupation, like Israel’s control of Palestinian territories captured in 1967, is even rarer. Grappling seriously with its dynamics and consequences is made even more difficult by the fact that in the past half century, Israel has constructed not only settlements but also a three-story denial palace. Israel is now an official residence of occupation denialism. The most compelling demonstration of the grotesque nature of this denial palace is that each of its floors is located in a different imaginary time zone.   MORE . . .

Abowd, Thomas.”RESPONSE  TO  ELIA  ZUREIK’S  ‘ISRAEL’S  COLONIAL  PROJECT  IN  PALESTINE’.” Arab Studies Quarterly, vol. 38, no. 4, Fall2016, pp. 694-699.
THE  WEAPONIZATION  OF  MYTH:  Efforts to appropriate Palestinian land and resources for exclusive Jewish use continue. But consistent with other colonial states, these practices have interacted dialectically with concurrent attempts to appropriate, regulate, and silence history. A range of mythical assertions, often deploying essentialist notions of peoples and places, have been projected to justify acts of dispossession. In the case of Israel, the Bible and the supposed celestial designs for lands and peoples it supposedly prescribes have been integral to Israeli conquest. These ideological ploys resemble what I refer to as the “weaponization of myth” and, as Barthes (1957) writes, it is myth that “evaporates history”. For Israel, the task of evaporating Palestinian pasts in Palestine has been a hefty one but a necessary one.   SOURCE . . .

‘IDENTITY   CARD,”   BY   MAHMOUD  DARWISH
Record!
I am an Arab
And my identity card is number fifty thousand
I have eight children
And the ninth is coming after a summer
Will you be angry?

Record!
I am an Arab
Employed with fellow workers at a quarry
I have eight children
I get them bread
Garments and books
from the rocks.
I do not supplicate charity at your doors
Nor do I belittle myself at the footsteps of your chamber
So will you be angry?

Record!
I am an Arab
without a name – without a title
Patient in a country
Where people are enraged
My roots –
Were entrenched before the birth of time
And before the opening of the eras
Before the pines, and the olive trees
And before the grass grew
My father –
descends from the family of the plow
Not from a privileged class
And my grandfather –
was a farmer
Neither well-bred, nor well-born!
And my house –
is like a watchman’s hut
made of branches and cane
This is my status
Does it satisfy you?
I have a name but no title!

Record!
I am an Arab
You have stolen the orchards
of my ancestors
And the land
which I cultivated
Along with my children
And you left us with those rocks
So will the State take them
as it has been said?

Therefore!
Record on the top of the first page:
I do not hate people
Nor do I encroach
But if I become hungry
The usurper’s flesh will be my food
Beware –
Beware –
Of my hunger
And my anger

❶ ISRAELI  POLICE  EXECUTE  3  PALESTINIAN  TEENS
Days of Palestine
Jun 17, 2017    Israeli police opened fire on Saturday night at three Palestinian teens at Damascus Gate of Al-Aqsa Mosque in the holy city of Jerusalem, leaving them dead.
___All of the three Palestinians from the West Bank, aged 17 and 18. Sources said that two of them from Ramallah villages of Deir abu-Mashal and Shuqba in the central occupied West Bank.
___The Palestinian security sources said that the third one was a resident of the southern West Bank city of Al-Khalil.     ___Israeli occupation police claimed that the Palestinians, who were killed, opened fire and stabbed Israelis, citing the death of a border policewoman in the incident.
[. . . .] Following the attack, the Israeli occupation authorities revoked more than 250,000 entry permits for Palestinians from West Bank that allow them to visit Al-Aqsa Mosque and the lands occupied in 1948 (Israel).        MORE . . .          RELATED . . .

Ma’an News Agency
June 17, 2017        Israeli forces raided a number of Palestinian villages in the northern occupied West Bank district of Jenin on Friday evening, declaring the areas “closed military zones,” according to locals.
___Local sources told Ma’an that sirens had sounded from Israel’s Salem military base near Jenin, before Israeli forces stormed the villages of Rummana, Zububa, and al-Taybeh in western Jenin and declared the areas “closed military zones.”
___Israeli forces ransacked several Palestinian homes and questioned residents of the village on the streets, according to locals.
[. . . .] It was unclear if the military operations were connected to a deadly attack carried out in occupied East Jerusalem Friday evening by three Palestinians from the Hebron area, as Israeli authorities implemented heightened security measures across the occupied West Bank following the incident.     MORE . . .

[. . . .] Israel’s Colonial Project in Palestine: Crucial to Israeli settler-colonialism have been essentialist assertions of racial and cultural differences between Israeli Jews and the Palestinians. Zionism has generated new meanings about Jews and Arabs and imputed notions of superiority and inferiority onto colonizer and colonized alike. As well, there have been assumptions about where and how Palestinians and Israelis should live in relation to one another—who belongs where and who is “out of place.”  . .  . . Questions of race, racism, and racist violence [have been ignored as a frame of analysis for studying Palestine/Israel].
___It might be said that the Jewish state’s ideological architecture of essential differences between Israeli Jews and Palestinian Arabs enables nearly every one of its principle aims. Once racist notions are inculcated into (and imbibed by) a dominant population, an array of distancing policies, technologies of surveillance, methods of exclusion, and “racialised forms of monitoring … ” can be created and sustained more easily.
___Israeli settler-colonialism has relied on sustaining apartness or distance through notions of racial, cultural, and religious difference . . . .     And it is this colonial imperative that has enabled and been enabled by the notion that Palestinians are . . .  “matter out of place”: that is, non-Jewish populations who can be tolerated “over there,” provided they do not pollute the Israeli body politic.
___Crucial to Israeli settler-colonialism has been a set of discursive strategies that have sought to dehumanize Palestinians and other Arabs of the region. Making someone or some group a thing is the first step in destroying them, eliminating them, negating them. The process of reification, therefore, is one not easily ignored in analyzing Palestine/Israel . . .    Reification is that practice in which something that is not a thing is turned into a thing . . .  reification might be understood as the “thingification” of human beings. . . .
___The logic—and practice—of elimination seems untenable without racial notions and efforts at racialization. In their absence, colonialism does not make sense and cannot function. Without the belief that certain bodies are violable, the aims of elimination become more difficult to achieve.     SOURCE . . .

❷ UN  LAST  HURDLE   BEFORE  ISRAEL  CAN  RID  ITSELF  OF  THE  PALESTINIANS

Jonathan Cook
June 16, 2017         Israeli and US officials are in the process of jointly pre-empting Donald Trump’s supposed “ultimate deal” to end the Israeli-Palestinian conflict . . .       The conspiracy – a real one – was much in evidence last week during a visit to the region by Nikki Haley, Washington’s envoy to the United Nations.
[. . . .] But worse is to come. Now the framework of international laws and institutions established after the Second World War is at risk of being dismembered.

❸ THE  INSIDE  STORY  ON  OUR  UN  REPORT  CALLING  ISRAEL  AN  APARTHEID  STATE
The Nation
Richard Falk
March 22, 2017         Six months ago, the UN’s Economic and Social Commission for West Asia (ESCWA) asked Virginia Tilley and me to write a study examining the applicability of the international criminal law concept of apartheid to Israel’s policies and practices toward the Palestinian people . . .  as a result of an uncontested motion adopted by its 18 Arab member governments.
___Almost within hours of its release on March 15, our report was greeted by what can only be described as hysteria. The US ambassador to the UN, Nikki Haley, denounced it and demanded that the UN repudiate it. The newly elected secretary general, António Guterres, quickly and publicly called for ESCWA to withdraw the report from its website, and when Rima Khalaf, the head of the commission, resisted, Guterres insisted. Rather than comply, Khalaf resigned. Soon thereafter, the report was withdrawn from the commission’s website. . . .
___What is striking about this response, which resembles in many respects the US government response to the Goldstone Report (the UN Fact-Finding Mission on the Gaza Conflict of 2008-9), is the degree to which Israel’s supporters, in response to criticism, have sought to discredit the messenger rather than address the message.  MORE . . .
