Extremist Israeli settlers embarked today on razing tracts of land in the villages of Qusra and Jurish, to the south of the occupied West Bank city of Nablus, according to local sources.

In a move that appears to directly contradict the Donald Trump administration’s Mideast plan, the Israeli Housing Ministry announced Feb. 18 its intention to build 11,000 housing units on the grounds of the runway of the former Jerusalem airport, known as the Qalandia Airport (Atarot Airport).
– – – – The US “Peace to Prosperity” plan states: “The State of Israel should allow for the development by the State of Palestine of a special tourism zone in Atarot, in a specific area to be agreed upon by the parties.”
– – – – Atarot, according to the plan, “should be a world class tourist zone that should support Muslim tourism to Jerusalem and its holy sites,” and would include restaurants, shops, hotels, cultural centers, and other tourism facilities, along with “state-of-the-art public transportation that provides easy access to and from the holy sites.”     More . . . .

Summary:
This week, PCHR documented 207 violations of international human rights law and international humanitarian law (IHL) by Israeli occupation forces (IOF) and settlers in the occupied Palestinian territory.  As part of its excessive use of lethal force, IOF killed a Palestinian in Jerusalem and abused the body of a Palestinian in the southern Gaza Strip in a humiliating manner.  Moreover, IOF continued to use excessive force against the peaceful protests organized against Trump’s Peace Plan for the Middle East known as the “Deal of Century” that violates the rights of the Palestinian people and is in conflict with the United Nation (UN) resolutions and international law.  Meanwhile, settlers backed up by IOF continued to seize more civilian property and attack civilians and their property.     More . . . .

Since its creation, the occupying state enforced and developed laws and practices that led to both the systematic use of torture and to absolute impunity for the perpetrator of this crime. Historically speaking, several torture methods were used against Palestinians, that included but were not limited to shaking, the baby chair, covering the head with a bag, forced listening to loud music, the closet, ripping of nails, and many other methods that were used to extract confessions from Palestinian detainees. In fact, since the beginning of the occupation in 1967, 73 Palestinian detainees were killed in Israeli interrogations.
– – – – The Israeli occupation authorities never stopped resorting to torture as the standard operating procedure in extracting confessions from Palestinian detainees. In point of fact, the crime of torture is systematic and widely-spread with the complicity of the Israeli judicial system. At the end of 2019, the intelligence agency “Shabak” subjected a number of detainees at al-Mascobiyya interrogation center to severe physical and psychological torture, without any form of monitoring and protection. Addameer is the legal representative for around 50 cases of the detainees in interrogations.    More . . . .

  • NGO: World’s worst tragic figures recorded in Gaza

    The blockaded Gaza Strip has marked the highest tragic humanitarian figures in the world, a humanitarian aid NGO said Thursday, Anadolu Agency reported. The Istanbul-based Gaza Aid Association held a conference dedicated to the Gaza Strip, and released its annual report on the humanitarian situation in the enclave.
    ˙ ˙ ˙ ˙ The situation in the strip is “the worst over the years of siege,” said Abdul Majed al-Aloul, general manager of the association. How much are Palestinians paying for ‘peace’ with Israel?

As he was delivering another $10 million to the Gaza Strip recently, Qatari Ambassador Mohammed al-Emadi said Hamas and Israel have no interest in war and prefer peace and calm. He told Reuters that if citizens feel economically comfortable, they will no longer be haunted by the “ghost of war.”
˙ ˙ ˙ ˙ Emadi made these statements Aug. 24 after dropping off Qatari funds to Gaza. The money will be distributed to 100,000 poor families, with each receiving $100. This gift was just the most recent; Qatar has provided more than $1 billion in cash and relief projects to the Gaza Strip in recent years. For example, in October 2018, Qatar offered urgent humanitarian assistance to the Gaza Strip worth $150 million.

Why [US] ‘Moderates’ Don’t Have A Clue What To Do About Israel’s Settlements

Earlier this month, the High Planning Committee (HPC) of the Israeli Civil Administration authorised the construction of 2,304 new settlement units, just days after the approval of another 6,000 units in the occupied West Bank. These alarming developments are nothing if not predictable to those following recent events in the region, and the sordid course of US President Donald Trump’s “Deal of the Century”. With Prime Minister Benjamin Netanyahu pledging during Israel’s April General Election campaign to annex settlements; US Ambassador to Israel David Friedman giving an approving nod to such a move; the US defunding of UNRWA and unilateral recognition of Jerusalem as Israel’s capital; and with Senior US Advisor Jared Kushner declining to speak of a “two state solution”, the stage is almost set for the worst-case scenario. The inexorable march towards annexation is winding down to its last few strides.
˙ ˙ ˙ ˙ In principle, liberals and centrists tend to oppose annexation, as it would sound the death knell for the two-state solution that they’ve always maintained optimistically is just around the corner. However, despite these developments, “moderates” in the US Democratic Party (and even some “progressives”) have rallied around a bipartisan resolution decrying the Boycott Divestment and Sanctions movement . . .   More . . . .

China to donate $15 m for several projects in Palestine

Guo Wei, ambassador of the People’s Republic of China to the State of Palestine, and Amjad Ghanem, Secretary General of Palestinian Council of Ministers, signed yesterday an agreement under which China will be donating $15 million to implement over a dozen projects in different fields in the West Bank and the Gaza Strip.
˙ ˙ ˙ ˙ These fields include infrastructure, youth and entrepreneurship, women and energy, but on top of which is a project on donating $500,000 to buy school bags for Palestinian children.
˙ ˙ ˙ ˙ “We named it the School Bag Project,” Ghanem said, adding that about 15,000 to 20,000 new school bags bought with the Chinese donation will be offered next week to Palestinian school children in remote and poor areas in the West Bank and Gaza Strip at the start of the new school year.  More . . . .

Seventeen-year-old Ismail Ajjawi must have been giddy with excitement when he, a Palestinian refugee living in southern Lebanon, won a major scholarship to Harvard University. . . .  Flying into Boston’s Logan International Airport, Ajjawi was detained, interrogated for hours on his political and religious beliefs, screamed at and eventually deported. . . .  After invading his privacy by forcing their way into his social media account, border officials determined that some of his online “friends” had posted “political” views which were critical of the US. This apparently made him “inadmissible” to the country, despite having been already granted a visa. . . .
˙ ˙ ˙ ˙ Such unjust restrictions on movement, migration, travel, study and employment frequently target many different peoples from the global south. . . . the Palestinians are an almost unique example of a particularly vulnerable, stateless population, which is subject to frequent and arbitrary global movement restrictions. . . .

| KHAN  AL-AHMAR:  SETTING  THE  RECORD  STRAIGHT

The story of Khan al-Ahmar has been told countless times in the media in recent months. The way it is being told, however, is chock full of misconceptions. Here’s the real story behind the embattled village.    ___ The village of Khan al-Ahmar, home to 193 Palestinian Bedouins and a school, is under the very real and imminent threat of demolition and forcible displacement by Israeli authorities. Israel wants to remove Khan al-Ahmar to facilitate its “E-1” development plan, which envisions 3,910 housing units for Israelis and over 2,000 hotel rooms, and which would connect the Israeli settlement of Ma’ale Adumim to East Jerusalem. The separation wall would then be built around that bloc, with Greater Jerusalem “Judaized” and the viability of a Palestinian state jeopardized.    More . . .

The result of the latest round of fighting in the besieged Gaza Strip . . .   proved that Palestinian can damage Israel, as never before. Israeli media provided some statistics in this regard that were unprecedented and, from an Israeli point of view, appalling.    [. . . .] Israel and its backers, principally the US government, have always sought to ensure that it maintains its military hegemony in the Middle East, enabling its troops to inflict death and destruction on others while being safe from serious opposition.    [. . . .]  Israel’s policies have gone more or less to plan for the past 20 years or so. All the major Arab armies have either been neutralised by peace treaties, such as the Egyptians and Jordanians; destroyed like the Iraqi army; or completely bogged down in civil wars, like the armed forces in Syria and Yemen. The rest are either intimidated or sidelined by ongoing normalisation with Arab countries, especially in the Gulf. . . . The simple conclusion to draw from all of this is that Israel does not survive because it is strong; it is where it is because it succeeds in weakening its enemies, no matter the cost.   More . . .

Oh Jerusalem, luminous city of prophets
The shortest path between heaven and earth!

Jerusalem, you of the myriad minarets,
become a beautiful little girl with burned fingers.
City of the Virgin, your eyes are sad.
Shady oasis where the Prophet passed,
the stones of your streets grow sad,
the towers of mosques downcast.
City swathed in black, who’ll ring the bells
at the Holy Sepulchre on Sunday mornings?
Who will carry toys to children on Christmas Eve?
City of sorrows, a huge tear
trembling on your eyelid,
who’ll save the Bible?
Who’ll save the Qur’an?
Who will save Christ?
Who will save man?

Jerusalem, beloved city of mine,
tomorrow your lemon trees will bloom,
your green stalks and branches rise up joyful,
and your eyes will laugh. Migrant pigeons
will return to your holy roofs
and children will go back to playing.
Parents and children will meet
on your shining streets,

Wafaa Abu Hajjaj has been active in the media industry in Gaza for the past eight years, working as a correspondent for various local and regional television news outlets. But she has also been deprived of dozens of job opportunities abroad because she doesn’t have a Palestinian identification card. Without it, she can’t be officially employed or access government services.    __Abu Hajjaj and her father are among thousands of undocumented Palestinians in Gaza.    ___Israel withdrew its military and civilian presence from the Strip in 2005, but one of the countless ways it still exercises immense control over the lives of Gazans is through its control over the Palestinian population registry. Many simple types of changes to the registry, including changing the address or place of one’s residence, still require the Israeli army’s approval.    More . . .

When they found him
he had become an emerald flame;
as when they lifted his arms they found
sheaves of wheat where a heart should be;
and they say those sheaves were whispering
beneath his shirt; and they say the wild birds
ferried his blood to his family, drop by drop;
and they say he will come back, suspended
in the hidden tree at the burning heart of volcanoes
and that his mother will fold him in her arms.
But when they found him he was an emerald flame,
so they stitched together rose petals for a shroud
and smoothed out the sky to keep him warm

Jan. 3, 2018 ― The Israeli Knesset is set to vote on Wednesday to amend the Penal Code in order to legalize the use of death penalty against those involved in murders while carrying out “terrorist operations”.
___The bill was presented before the Knesset on 30 October 2017 by three Israeli extremist parliamentarians: Robert Eltov, Oded Forer and Yuli Leminovsky.
___The bill stipulates that “the Minister of Defense orders the commander of the Israeli Defense Forces (IDF) in the division to give orders to: 1- the Military Court in the division to have the power to sentence death penalty without requiring the consensus of the Military Court, but only the ordinary majority; 2- No other court in the division has the right to commute a final death sentence issued by the military court in the division.”    MORE . . .

Jan. 3, 2018 ― Israel’s Attorney General on Monday issued a decision stating that all new laws from now on will include the West Bank settlements.

[. . . .] There is virtually unanimous international agreement that Israel’s presence in the West Bank constitutes an occupation within the meaning of Section III of the Fourth Geneva Convention, which deals with the protection of civilian persons in times of war. The United States, the United Nations Security Council and the International Court of Justice have all upheld the agreement. A number of important consequences flow from this fact:
* The settlements are illegal because, under Article 49, “the occupying power shall not deport or transfer parts of its own civilian population into the territory it occupies”;
* Under Article 3, “outrages upon personal dignity, in particular humiliating and degrading treatment” are prohibited, as well as violence to life and person, in particular murder and torture”;
* Under Article 5, persons suspected of activity hostile to the occupying power shall be treated with humanity;
* Under Article 13, the provisions of the convention are to be applied “without any adverse distinction based, in particular, on race, nationality, religion or political opinion”;
* Under Article 16, the wounded, sick, infirm and expectant mothers “shall be the object of particular protection and respect”;
* Under Article 31, No physical or moral coercion shall be exercised against protected persons, in particular to obtain information from them or from their parties”;
* Article 32 prohibits the commission of murder, torture and corporal punishment against protected persons, as well as “any other measures of brutality whether applied by civilian or military agents”;
* Under Article 33, “No protected person may be punished for an offense he or she has not personally committed. Collective penalties and likewise all measures of intimidation or terrorism are prohibited. Reprisals against protected persons and their property are prohibited.”
[. . . .] It requires no evidentiary brief to demonstrate that these and similar provisions are, by the current occupying power, more honored in the breach than in the observance.
[. . . .] There are, of course, many principles of international law beyond those derived from the law of war. To take only one example: The International Covenant on Social, Economic and Cultural Rights, to which Israel is a party, contains provisions dealing with, inter alia, the rights of self-determination, the right to work, an adequate standard of living and the enjoyment of the highest attainable standard of physical and mental health. Similar legal obligations flow from the Universal Declaration of Human Rights, which, while not a treaty, is widely regarded as another source of basic rights applicable in occupied territories, as well as in the territory of the occupier.     SOURCE . . .

AS  GAZA’S  SOLE  POWER  PLANT  SHUTS  DOWN,  GROUPS  WARN  OF  DEVASTATING  CONSEQUENCES

July 13, 2017.   Gaza’s months-long power crisis once again took a turn for the worst on Wednesday night, when the besieged territory’s sole power plant shut down, further straining the dire humanitarian situation for Gaza’s two million residents.
___Israeli NGO Gisha released a statement on Thursday, stating that the power plant had shut down owing to lack of fuel and that the lives of residents have been “disrupted, entire hospital wards are shut down, untreated sewage is spilling to the sea in heretofore-unseen quantities and beaches are becoming more dangerous for swimming.”
___Head of Public Relations for Gaza’s electricity company Muhammad Thabet also released a statement warning of the devastating consequences that would affect every aspect of life in the Gaza Strip if the electricity supply continued to dwindle.
___The besieged Gaza Strip only has a supply of 70 megawatts of electricity available, after Israel reduced electricity supply to the besieged territory from 120 megawatts upon request of the Palestinian Authority (PA) three weeks ago, he pointed out.    MORE . . .

[. . . .] The process of maintaining control over territory and populations while dispossessing inhabitants through violence, immiseration and dispossession makes clear that, at its core, occupation is a colonial process.
___Gaza represents a peculiar form of occupation, wherein an occupying military need not be permanently present on the ground to impose its will and control on the local population. . .  Gazan lives are permanently circumscribed by occupation from afar—what Gazans and international agencies refer to as “Al Hissar”—the siege. Siege is a geopolitical phenomenon that functions through the removal of societies from the global networks of trade and movement. . . . The siege of Gaza represents a distinct form of political control based on a subset of occupation practices carried out to their extreme. Within this comprehensive program of isolation, the population is cut off completely from the surrounding territory. The local populace is deprived of basic goods needed for survival and freedom of movement is completely curtailed. . . .    While Israel’s regulation of everyday life is common to both Gaza and the West Bank . . .   Gaza thus far represents an extreme of isolation and deprivation, punctuated by large-scale military invasions.
[. . . .] This article therefore insists on the importance of considering siege as a particular geopolitical phenomenon that is related to but distinct from other forms of violence and control . . .   siege must be understood as a highly developed form of collective punishment against a population deemed surplus. Siege uses the tactic of isolating ordinary people from their ability to engage in the exchange of goods, services, people, and ideas as a means of imposing political pressure. The violence of the siege is visible in the ways in which it denies basic needs for the targeted population, and through its enforcement through policies like shoot to kill. Conventional wars, the types that punctuate the ongoing siege in Gaza, work in concert with siege as a means of injuring the population as a whole.
___The siege makes the injuries of war fester: there are no resources to repair the destruction and rebuild homes; it prevents victims from receiving appropriate medical care; it prevents families from returning to the territory to mourn the dead and to support the survivors; and is in itself a form of violence and deprivation. The supposed expectation of any siege is that the inhabitants will put the necessary pressure on their governments to exact the kinds of political changes desired by those imposing the siege. In the case of Gaza, this is complicated by the fact that Israel does not acknowledge its system of control as siege, and has presented no demands as requisite for the lifting of the siege. PFLP  SLAMS  HAMAS,  FATAH  FOR  PUTTING  POLITICS  OVER  LIVES  OF  PALESTINIANS  IN  GAZA

July 13, 2017.  The Popular Front for the Liberation of Palestine (PFLP) a left-wing Palestinian political faction, released statements on Thursday, criticizing both the Hamas and Fatah movements for the ongoing punitive measures that the two factions have taken  against each other in recent weeks amidst a deepening political crisis.
___The PFLP rejected the move by Hamas to prevent members of the Palestine Liberation Organization (PLO) and Fatah Central Committee from leaving the Gaza Strip, where Hamas was elected to power in 2006, to travel to the occupied West Bank.
___“The ban and the obstruction of movement from Gaza to the West bank is a policy that Hamas follows, violating all rights and personal freedom, and damages national relations,” the PFLP said, demanding that Hamas and its security forces “immediately stop this policy and create the suitable atmosphere for better national relations and avoid any tensions that deepen the national conflict and violate rights and freedom guaranteed for all Palestinians in West bank and in Gaza Strip.”
___The group went on to criticize the Fatah-led Palestinian Authority (PA) of “collective punishment” on Palestinians living in the Hamas-led Gaza Strip, which has been embroiled in a dire electricity crisis, worsened by increasing punitive measures by Israel and the PA.        MORE . . .

July 11, 2017.   Things have gotten acutely worse in the Gaza Strip over the past month, since Israel and the Pale1stinian Authority cut the besieged strip’s already inadequate supply of power. But an entire generation of Gazans have grown up without ever experiencing electricity that is available around the clock. Crisis is nothing new.
___In addition to sewage that flows into the sea untreated, and hospital ICUs that must rely on gasoline-powered generators, the power shortage also has dire consequences on everyday life in regular households. Without electricity, the pumps that deliver tap water to apartments in high-rise residential buildings stop working. “Water used to reach these houses between two-to-three hours every few days,” Khalil Shaheen says. “And this is in the summer. Yesterday, my building only had one hour of water.”
___Israel pulled its troops out of the Gaza Strip a little over a decade ago, but its military retains effective control over many aspects of life in the coastal enclave. The Israeli army still controls the Strip’s land and maritime borders, decides who and what may enter and exit, blocks basic technologies like 3G cellular broadband from being installed, and has launched three military operations that left thousands of Gazans dead. Israel also sells Gaza the majority of its inadequate supply of electricity.
___Shaheen, who is the director of the Economic and Social Rights Unit at the Palestinian Center for Human Rights (PCHR), one of Palestine’s most prominent rights groups, monitors the impact of Israeli, Palestinian Authority, and Hamas policies on life in the Gaza Strip. “I’m afraid that with the ongoing situation, Gaza will be unlivable by the end of 2018,” he said in a telephone interview earlier this week.   MORE . . .

The US has described as “troubling” an Israeli bill supported by a ministerial committee allowing settlers in the occupied West Bank to remain in homes built on private Palestinian land, additing it hoped the law does not pass.
___”We are deeply concerned about the advancement of legislation that would allow for the legalisation of illegal Israeli outposts located on private Palestinian land,” State Department spokeswoman Elizabeth Trudeau told a briefing on Monday.

Israeli authorities demolished three agricultural structures in the Jerusalem district neighborhoods of Silwan and Jabal al-Mukabbir on Tuesday morning, according to witnesses.
___Alaa Shweiki, a resident of the al-Thuri area in Silwan, told Ma’an Israeli police and Jerusalem municipality inspectors stormed the area around his home and escorted bulldozers onto his property.

The Palestinians . . .  live in a state that was forced on them and does not represent them. A striking example of the attitude of the ruling majority towards the Palestinian minority in Israel is in the statements . . .  that as part of the peace negotiations between Israel and the Palestinians, the Palestinian side should accept Israel as a “Jewish state.”
[. . . .]  According to the definition of . . .  the United Nations Sub-Commission on Prevention of Discrimination and Protection of Minorities a “minority” is a governed group, with citizenship from the state in which it lives. Its unique ethnic, religious and linguistic attributes separate it from the rest of the people in the nation in which it lives. The term “Indigenous Minority” . . .  refers to the remaining minority of a group that resides in its own homeland, despite other immigrant groups occupying it or founding a new state on its lands. . .  The Palestinian minority in Israel meets most of the criteria to be considered indigenous. These criteria were enumerated by the United Nations . . .  early presence, voluntary conservation of cultural uniqueness, self-definition as an indigenous people, refusal to be subjugated, trivialized, marginalized, expelled or discriminated against by the hegemonic society. . . the presence of a group of people as a society, and their attachment to a specific area.
[. . . .]   The first section of the declaration on persons belonging to national or ethnic minorities, or those belonging to religious and linguistic minorities reads: “States must each protect minorities, their national or ethnic identity and their linguistic, cultural and religious identity. States must also lay the groundwork to facilitate the cultivation of the various identities”.
[. . . .]  The foundation of the Judaization idea is far from being an integral part of the democratic system. Oren Yiftachel calls these practices “ethnocracy”, therefore, the ethnocratic regime is founded on a national project that imposes ethnic national hegemony on the domain through the processes of expansion and settlement. In the case of Zionism, the Judaization of the domain and the land produces an ethnocratic regime. Spatial control is one of the important pillars of the ethnocratic regime. Its goal is the “creation of a new ethno-political geography”. The process of “ethnicizing” a disputed region evolves in the following stages: separation of settlements is used to propagate the control of the majority over the land. In this process the minority is labeled a threat to the ethnic control of land. Subsequently, land planning—which enables the ethnic control of the land. Finally, structural discrimination against the minority, denying it access to development projects and access to the distribution of resources. [. . . .]

ISRAEL  MOVES  FORWARD  WITH  BILL  TO  BAN  MUSLIM  CALL  TO  PRAYER  OVER  LOUDSPEAKERS

The Israeli Ministerial Committee on Legislation approved on Sunday draft legislation which could ban the use of loudspeakers to broadcast the Muslim call to prayer in Israel.     ___The bill, which calls for barring the use of loudspeakers for any religious or “inciting” messages as part of the call to prayer, would need to go through several readings in the Knesset — Israel’s parliament — before making it into law, Israeli newspaper Haaretz reported on Sunday.
