Al-Malki: All countries can make a further contribution to peace

WAFA
September 20, 2019
Riyad Al-Malki, Minister of Foreign Affairs and Expatriates, said [in New York] that each country in the United Nations can make a further contribution to peace by supporting the Palestinian inalienable rights, including to self-determination.
˙ ˙ ˙ ˙ Addressing the Security Council at its session on the situation in the Middle East, including the question of Palestine, al-Malki said the world countries may contribute to peace not recognizing the illegal actions undertaken by Israel, by not rendering aid or assistance to illegal settlement activities, and by distinguishing between the territory of the State of Israel and the territories occupied since 1967.
˙ ˙ ˙ ˙  He said, “Impunity is the greatest obstacle to peace as it allows the occupying power to reap benefits from its occupation instead of facing consequences, incentivizing illegal actions instead of ensuring compliance with the law. A state that feels it is above the law will be tempted to continue acting as an outlaw state.”   More . . . .

Israeli Court Approves Use Of Palestinian Bodies As Bargaining Chips

Days of Palestine
September 20, 2019
A Palestinian family in the Jerusalem-area village of al-Eizariya has been unable to bury their 14-year-old son, who was killed by Israeli police last month . . . .
˙ ˙ ˙ ˙ Israel is holding the remains of more than a dozen Palestinians recently killed during alleged and actual attacks on occupation forces and civilians.  ˙ ˙ ˙ ˙ This month, following a petition by several families whose relatives’ remains are being held by Israel, the country’s highest court rubber-stamped its approval of the policy. ˙ ˙ ˙ ˙ The court ruled that Israel’s military has “the legal right to hold on to the bodies of slain terrorists  as leverage in future negotiations with Palestinians,” The Times of Israel reported. The Palestinian leadership moved on several fronts this month to implement its threats to redefine and limit relations with Israel. The PLO took steps toward taking Israel to court on a number of commerce- and labor-related issues and amending the Paris Economic Protocol, the agreement governing the economic relationship between the Palestinians and Israelis. The Palestinians have repeatedly accused Israel of violating the provisions of their arrangement.
˙ ˙ ˙ ˙ In March, Palestinian President and PLO Chairman Mahmoud Abbas had made the decision to resort to international arbitration against Israel. A source at the Palestinian Authority (PA) Ministry of Finance who requested anonymity told Al-Monitor that at the weekly ministerial meeting on Sept. 2, the government had asked Finance Minister Shukri Bishara to prepare cases to submit to the International Court of Arbitration in The Hague. The following day, Bishara announced that the leadership would ask the court to rule on 11 commercial and financial issues involving Israel and inquire separately into amending the Paris agreement. The file is expected to be officially presented to the court at the end of September.   More . . . .

The end of the Netanyahu era doesn’t mean the end of the occupation

September 18, 2019
As election results started pouring in Tuesday night, one could hear a sigh of relief – and even some cries of joy – among Israelis who identify with the center-left . . . . The Netanyahu era is coming to an end . . . .
˙ ˙ ˙ ˙ The occupation, however, is not going anywhere. Israeli military control over the day-to-day lives of millions of Palestinians in the West Bank, the siege on Gaza, and the structural discrimination against hundreds of thousands of Palestinians in East Jerusalem are all here to stay. None of these three aforementioned groups were allowed to vote for the government that decides their fate.   More . . . .

“COLLATERAL  SAVAGE,”  BY  LAHAB  ASSEF  AL-JUNDI
Survivors of The Holocaust please
Talk to me. Help me understand―
Do you sanction what’s being done
In your names?

I thought your spirits
grew more gentle
having lived through the unspeakable.

Bombs are not less lethal or evil―
Stop being so deathly afraid of the other.

A thousand eyes for an eye?
Children of the Holocaust
please do not lash out
as if you lost your sight.

OIC: Israeli Government Fully Responsible for Consequences of Colonial Policies

IMEMC-International Middle East Media Center
September 16, 2019
The Council of Foreign Ministers of the Member States of the Organization of Islamic Cooperation (OIC) held fully responsible the Israeli government for the consequences of its colonial policies in the occupied territory of the State of Palestine . . . .
˙ ˙ ˙ ˙ This came during the 16th extraordinary meeting of the OIC council of foreign ministers held at the OIC headquarters in Jeddah, at the request of the Kingdom of Saudi Arabia, on the “Israeli Prime Minister’s stated intention to annex territories in the Occupied West Bank.” ˙ ˙ ˙ ˙ The council proclaimed absolute rejection and vehemently condemned the Israeli Prime Minister’s stated intention to “apply Israeli sovereignty on all of the Jordan Valley, northern Dead Sea and settlements in the occupied West Bank”, describing it as a dangerous escalation, a further serious encroachment on the historical and legal rights of the Palestinian people, a flagrant breach of the UN Charter, the principles of international law and the relevant UN resolutions . . .   More . . . .

Blackout expected in parts of West Bank as Israel’s electricity company starts power cut

WAFA

Several hours of blackout are expected to disrupt life in parts of the West Bank next Monday and Tuesday as the Israeli Electricity Company (IEC) intends to cut power supply to the Palestinian-owned Jerusalem District Electricity Company (JDECO), today said JDECO chairman of board and CEO Hisham Omari.

Remembering the Sabra and Shatila massacre (Sep 16, 1982 – Sep 18, 1982)

For the Palestinians, the tragedy of Sabra and Shatila remains as a powerful reminder of their apparently endless cycle of displacement.
The Middle East Monitor
September 16, 2019
Thirty-seven years ago this week, one of the bloodiest chapters in Palestinian history unfolded in a refugee camp in Lebanon. Surrounded by Israeli forces from all sides, thousands of refugees, bereft of leadership and protection from the international community, were slaughtered during a two day killing spree in the Shatila refugee camp and the adjacent Sabra neighbourhood of Beirut by the Christian Phalangist militia, Israel’s paramilitary ally in Lebanon.
˙ ˙ ˙ ˙ Israeli forces, who had invaded Lebanon three months earlier, advanced into Beirut and surrounded the Palestinian refugee camp of Shatila. A tenuous ceasefire agreement had already been brokered by the US. . .  UN Security Council Resolution 520 dated 17 September was passed unanimously and condemned “the recent Israeli incursions into Beirut in violation of the cease-fire agreements and of Security Council resolutions.” Israel ignored this resolution too.
˙ ˙ ˙ ˙ Virtually sealed off from the outside world by Israeli tanks, hundreds of Phalangist fighters — a Christian militia group inspired by European fascists — were instructed by Israeli forces to clear out PLO members from the area. What unfolded over the following day and half horrified the world.
˙ ˙ ˙ ˙ In the 38 hours that the Israelis allowed the Phalange militia to enter the refugee camp unhindered, the Palestinians bunkered in their makeshift shelters suffered unspeakable horrors. Israel’s proxy militiamen raped, tortured, mutilated and killed more than 3,000 Palestinian and Lebanese residents of Sabra and Shatila.  More . . . .

SABRA AND SHATILA BY MAHMOUD DARWISH
Sabra – a sleeping girl
The men left
War slept for two short nights,
Beirut obeyed and became the capital…
A long night
Observing the dreams in Sabra,
Sabra is sleeping.
Sabra – the remains of a dead body
She bid farewell to her horsemen and time
And surrendered to sleep out of tiredness.. and the Arabs who threw her behind them.
Sabra – and what the soldiers Departing from Galilee forgot
She doesn’t buy and sell anything but her silence
To buy flowers to put on her braided hair.
Sabra – sings her lost half, between the sea and the last war:
Why do you go?
And leave your wives in the middle of a hard night?
Why do you go?
And hang your night
Over the camp and the national anthem?
Sabra – covering her naked breasts with a farewell song
Counts her palms and gets it wrong
While she can’t find the arm:
How many times will you travel?
And for how long?
And for what dream?
If you return one day
for which exile shall you return,
which exile brought you back?
Sabra – tearing open her chest:
How many times
does the flower bloom?
How many times
will the revolution travel?
Sabra – afraid of the night. Puts it on her knees
covers it with her eyes’ mascara. Cries to distract it:
They left without saying
anything about their return
Withered and tended
from the rose’s flame!
Returned without returning
to the beginning of their journey
Age is like children
running away from a kiss.
No, I do not have an exile
To say: I have a home
God, oh time ..!
Sabra – sleeps. And the fascist’s knife wakes up
Sabra calls who she calls
All of this night is for me, and night is salt
the fascist cuts her breasts – the night reduced –
he then dances around his knife and licks it.
Singing an ode to a victory of the cedars,
And erases
Quietly .. Her flesh from her bones
and spreads her organs over the table
and the fascist continues dancing and laughs for the tilted eyes
and goes crazy for joy, Sabra is no longer a body:
He rides her as his instincts suggest, and his will manifests.
And steals a ring from her flesh and blood and goes back to his mirror
And be – Sea
And be – Land
And be – Clouds
And be – Blood
And be – Night
And be – Killing
And be – Saturday
and she be – Sabra.
Sabra – the intersection of two streets on a body
Sabra, the descent of a Spirit down a Stone
And Sabra – is no one
Sabra – is the identity of our time, forever.

“WE  FEAR  FOR  A  DREAM,”  by  MAHMOUD  DARWISH

We fear for a dream: don’t believe our butterflies.
Believe our sacrifices if you like, believe the compass of a horse, our
. . . need for the north.
We have raised the beaks of our souls to you. Give us a grain of
. . . wheat, our dream. Give it, give it to us.
We have offered you the shores since our coming to the earth born of
. . . an idea or of the adultery of two waves on a rock in the sand.
Nothing. Nothing. We float on a foot of air. The air breaks up within
. . . ourselves.
We know you have abandoned us, built for us prisons and called them
. . . the paradise of oranges.
We go on dreaming. Oh, desired dream. We steal our days from those
. . . extolled by our myths.
We fear for you, we’re afraid of you. We are exposed together, you
. . . shouldn’t believe our wives’ patience.
They will weave two dresses, then sell the bones of the loved ones to
. . . buy a glass of milk for our children.
We fear for a dream, from him, from ourselves. We go on dreaming
. . . oh, dream of ours. Don’t believe our butterflies!

“HOUSES,”  BY  WALID  KHAZINDAR

The cloud of migrations in his eyes,
and in the leather briefcase the book, the pencil, the family photograph
The rust of benches on his hands, the rust of bannisters and doorknobs,
the rust of handshakes on his hands.
The briefcase propped against the wall—
will he take out his souvenirs first, or will he
Like a magician take out a country:
a house,
a street,
a capital.
He closed his eye, lay back against the shoulder of familiar habits.
He will not make friends with another vase,
he will not confess to a bed that will blow up in the next war,
he will not make tea or sing,
He will pace back and forth for a long time between the porch and the kitchen
and he will listen hard for a sound coming from the garden gate.
But there is only the crunching of leaves under feet
passing
then
going on;
there is nothing but the hum of talk in the houses next door.

|    HUMANITARIAN  AID  TO  PALESTINIANS  ‘AT  AN  ALL-TIME  LOW,’  UN  WARNS
Funding for humanitarian activities in the occupied Palestinian territories is “at an all-time low,” according to a UN agency responsible for humanitarian affairs in the West Bank and Gaza.    ___According to a report published this month by the Office for the Coordination of Humanitarian Affairs (OCHA), as of a few weeks ago only $159 million of a requested $539.7 million had been secured for the 2018 Humanitarian Response Plan (HRP), the strategy and funding appeal meant to address the needs of the humanitarian community in the occupied territories.    ___The lack of funding has had a devastating impact on non-governmental organizations in the Gaza Strip. A policy paper published last year by the Palestinian NGOs Network (PNGO), a coordination group aiming to strengthen Palestinian civil society, shows that funding for NGOS in the besieged enclave was halved in 2016, compared to the previous year.    More . . .
|    KUSHNER  DEMANDS  HIGHER  LEVELS  OF  BETRAYAL  FROM  THE  PA
After the US unilaterally recognized Jerusalem as Israel’s capital, withdrew all funding from the United Nations Relief and Works Organisation for Palestine Refugees (UNRWA) and closed the Palestine Liberation Organisation (PLO) Mission in Washington, Senior Advisor Son-in-Law to the US President Jared Kushner had the audacity to announce that a “reasonable” Palestinian leadership would agree to negotiate with Israel on US President Donald Trump’s purported peace plan.    ___So far, the only detail associated with President Trump’s plan is that “both sides would need to make concessions”. However, this rhetoric doesn’t even pass for an illusion of equity. Adding Kushner’s expectations of “reasonable leadership” to the equation, at a time when the current Palestinian leadership has been stripped of its political viability – despite its acquiescence to the US and Israel – makes it clear that the imbalance of compromise, as always, will be to the detriment of the Palestinian people.    More . . .

“WE  TRAVEL  LIKE  OTHER  PEOPLE,”  BY  MAHMOUD  DARWISH

We travel like other people, but we return to nowhere. As if travelling
Is the way of the clouds. We have buried our loved ones in the
darkness of the clouds, between the roots of the trees.
And we said to our wives: go on giving birth to people like us
for hundreds of years so we can complete this journey
To the hour of a country, to a metre of the impossible.
We travel in the carriages of the psalms, sleep in the tent of the
prophets and come out of the speech of the gypsies.
We measure space with a hoopee’s beak or sing to while away the
distance and cleanse the light of the moon.
Your path is long so dream of seven women to bear this long path
On your shoulders. Shake for them palm trees so as to know their
names and who’ll be the mother of the boy of Galilee.
We have a country of words. Speak speak so I can put my road on the
stone of a stone.
We have a country of words. Speak speak so we may know the end of
this travel.

“EXHAUSTION  OVERTOOK  ME,”  BY  YOUSEF  EL  QEDRA

I’ve suffered from fatigue since an early age,
And my body crumpled in the presence of sickness.
Probably, my body also fell apart.
No longer am I some firm-rooted tree,
branches mingling with the clear blue sky.
Maybe I have never been that way.
Every cell in my body was shaken.
You saw so many thorny questions grown into my skin.
You saw that my eyes hurt with tears,
and I couldn’t tell from which cascade those tears fell.

You saw clouds that appeared in the minds of my poems
heading back in disappointment toward the river;
the river reverted to its headwaters of first longing.
The sea is too salty. Meanwhile my thirst surprised me
by coming at the wrong time. My thirst was stubborn,
and I am not stubborn with anyone, except myself.

Suddenly, I wanted the world to turn into a desert
without a sun above it. Without memories of the trees
or the river or the distraught young women.
I want myself to be a dead body
smoking a rotten cigarette, watching the emptiness.
I want myself to be a line inside a neglected book,
a line upon which the dust eats and drinks.

GENEVA  HUMAN  RIGHTS  CENTRE  CALLS  ON  INTERNATIONAL  COMMUNITY  TO  HALT  VIOLATIONS  IN  PALESTINE
Palestine News and Information Agency – WAFA
Jan. 19, 2018 ― The Executive Director of the Geneva Centre for Human Rights Advancement and Global Dialogue Idriss Jazairy appealed to the international community, and in particular the Arab and Muslim community, “to join forces and act in concert in order to halt the violations of Palestinians human rights.”
___Ambassador Jazairy said during a speech at the two-day Al-Azhar conference in Cairo on the situation in Jerusalem, that the international community has a “moral duty” to protect and to uphold the human rights of the Palestinian people in the wake of the decision of the US to recognize Jerusalem as the capital of Israel.

Pierre Krähenbühl, Commissioner General
January 17, 2018 ― Not for the first time in its proud history, UNRWA faces a formidable challenge in upholding its mandate – an expression of the will of the international community – and preserving key services like education and health care for Palestine Refugees.
___Today, the US government has announced a contribution of $60 M, in support of our efforts to keep our schools open, health clinics running, and emergency food and cash distribution systems functioning for some of the world’s most vulnerable refugees. While important, this funding is dramatically below past levels. The total US contribution in 2017 was above $350 M.
___Since UNRWA began its operations in May 1950, every US administration – from President Truman onwards – has stood with and provided strong, generous and committed support to our Agency. The US has consistently been UNRWA’s largest single donor, something we sincerely thank the American people for, and countless American decision-makers – presidents, members of Congress, diplomats and civil servants, who embodied the commitment of assisting a vulnerable people through UNRWA.
___Funding UNRWA or any humanitarian agency is the discretion of any sovereign member state of the United Nations. At the same time, given the long, trusted, and historic relationship between the United States and UNRWA, this reduced contribution threatens one of the most successful and innovative human development endeavors in the Middle-East.   COMPLETE STATEMENT: Gaza.Scoop.ps – Real Time News From Gaza.

___Nauert claimed that the withholding of the funds was not intended to punish Palestinians who strongly criticized the US president Donald Trump’s recognition of Jerusalem as Israel’s capital last month.

Jan.18, 2018 ― In a fiery two-hour speech at the start of the Palestinian Central Council (PCC) meeting Jan. 14, Palestinian President Mahmoud Abbas did not once raise the issue of ending security coordination with Israel. Abbas did, however, mention, several times, the futility of continuing with the Oslo process . . . Despite this omission, however, the PCC resolved the matter in the final statement.
___This was not the first time the Palestinians have resolved to end the security arrangement, a step often demanded by Hamas and other opposition groups. In March 2015 . . .
[. . . .] An online survey by the leading Palestinian newspaper Al-Quds on the eve of the PCC session, revealed that an overwhelming 94% of Palestinians want the PCC to withdraw recognition of Israel and end security coordination . . .   Palestinian leaders are concerned that fully implementing the recommendation would mean the end of the Palestinian government . . .

“I  HAVE  NO  PROBLEM,”  BY  MOURID  BARGHOUTI
I look at myself:
I have no problem.
I look all right
and, to some girls,
my grey hair might even be attractive;
my eyeglasses are well made,
my body temperature is precisely thirty seven,
my shirt is ironed and my shoes do not hurt.
I have no problem.
My hands are not cuffed,
my tongue has not been silenced yet,
I have not, so far, been sentenced
and I have not been fired from my work;
I am allowed to visit my relatives in jail,
I’m allowed to visit some of their graves in some countries.

I have no problem.
I am not shocked that my friend
has grown a horn on his head.
I like his cleverness in hiding the obvious tail
under his clothes, I like his calm paws.
He might kill me, but I shall forgive him
for he is my friend;
he can hurt me every now and then.

I have no problem.
The smile of the TV anchor
does not make me ill any more
and I’ve got used to the Khaki stopping my colours
night and day.
That is why
I keep my identification papers on me, even at
the swimming pool.
I have no problem.
Yesterday, my dreams took the night train
and I did not know how to say goodbye to them.
I heard the train had crashed
in a barren valley
(only the driver survived).
I thanked God, and took it easy
for I have small nightmares
that I hope will develop into great dreams.

I have no problem.
I look at myself, from the day I was born till now.
In my despair I remember
that there is life after death;
there is life after death
and I have no problem.
But I ask:
Oh my God,
is there life before death?

INTERNATIONAL  AFFAIRS, vol. 90, no. 6, Nov. 2014, pp. 1367-1381.
[. . . .] How does one explain the failure to hold the line, either on the ‘inadmissibility’ preamble or on the withdrawal clause? Both the US and UK were politically more sympathetic to Israel than to the Arab states. In America this attitude encompassed virtually the whole electorate, as well as government and commerce. In Britain, the electorate was also overwhelmingly pro-Israel, but the government’s position, while still firmly pro-Israel, was tempered by the importance of trade with the Arab world. These attitudes possibly affected the two countries’ position regarding Resolution 242, giving Israel the leeway on the withdrawal clause to which the Council majority were opposed. Fatefully, however, neither America nor Britain felt able to defy its ardently pro-Israel electorate and take a firm stance against Israel’s practical disregard for Resolution 242. Neither had the political will to do this; and Israel, from the outset, knew it.
[. . . .] So let us do so now, almost 50 years later, with a comparison of the requirements of Resolution 242 with those relevant parts of the Fourth Geneva Convention. Quite simply, it is illegal for any body purporting to represent civilian persons under occupation—including, in this case, the PLO, the Palestinian Authority or the government of Syria—to agree any terms with the occupant that in any regard ‘renounce in part or in entirety the rights secured to them by the present Convention’ (article 8). In elaborating on this theme, article 47 states:

Protected persons who are in occupied territory shall not be deprived, in any case or
in any manner whatsoever, of the benefits of the present Convention by any change introduced, as the result of the occupation of a territory, into the institutions or
government of the said territory, nor by any agreement concluded between the authorities of the occupied territories and the Occupying Power, nor by any annexation by the latter of the whole or part of the occupied territory.

In the light of everything that has transpired since 1967 one must gulp at the clarity and foresight of this prohibition, articulated specifically to protect and prevent the vulnerable from giving up their rights in the face of overwhelming military and political pressure.     SOURCE . . .

“FREEDOM  OF  EXPRESSION  AND  SOCIAL  MEDIA  IN  PALESTINE.”
PALESTINE-ISRAEL  JOURNAL  OF  POLITICS,  ECONOMICS  &  CULTURE, vol. 21, no. 2, Nov. 2015, pp. 40-42.
[. . . .] According to Saed Karzoun, a well-known Palestinian activist and digital media expert, 67.5% of Palestinians use computers, while about 24.3% of them use the Internet on a daily basis. There are more than 1,039,700 Facebook users in Palestine. . . . It is accurate to say that social media is seen more as a tool to address non-Palestinians than as an effective tool for any kind of dialogue within Palestinian civil society. Nonetheless, Palestinians have witnessed great success on several occasions when social media was used to organize political or social events.
[. . . .] The greatest challenge that Palestinians face while trying to use social media as a tool for freedom of expression is the change in Israeli policy toward those who dare to express themselves on Facebook or Twitter. Recently Facebook posts have been used as grounds for possible imprisonment when used to express political opinions. Israel has sent dozens of Palestinians to jail for several months, asserting that they expressed extreme points of view on Facebook. Internationally, the discourse has always been that freedom of expression should be maintained on the Internet and that regulations should not allow digital expression to be used as a pretext to hunt down political activists. At the same time, many countries, including Israel, justify their control of the flow of Internet content by stating that this is done for national security and high-priority national interests.
___Palestinian activists clearly need to be given support and training that will help them face the political challenges presented by the censure of digital expression.   FULL ARTICLE . . .

“BEYOND  GALILEE,”  BY  JABRA  IBRAHIM  JABRA
When I lived with Christ,
died with him and was resurrected
my voice was still shouting in the wilderness,
a voice unlike my own
burning with an unfamiliar fire.

Whose fire?
Give me shade and cold water,
and I will hang my memories on
a wall in some deserted room.
The crowd has scattered and the guests are gone;
the voice shouts in vain
like the voice of all that came before
death and Galilee.
On my lips are traces of honey
and hemlock.
Have I come after death to hear my voice
pulling me toward a long-deserted void?
Give me shade! And you, woman,
put a chunk of ice in your water.
The sun is burning. Life after death
is tiresome. And still my voice is drawn by the fire.
For whom? For whom
have I closed my eyes, while on my lips were
those traces of honey and hemlock?
